A Division-Based Rotating NBA Draft System

General

With everyone talking about tanking, I will throw my idea out there. It’s similar, but I think simpler, than the golden wheel/draft wheel idea.

Instead of awarding top picks based on record, draft position would be assigned by division. Each division would be placed into a rotating draft slot, and teams within that division would receive their picks in random order.

Each year, the six NBA divisions would be assigned to one of six draft ranges. For example, in a given year:

Picks 1–5: Eastern Conference Central Division

Picks 6–10: Western Conference Pacific Division

Picks 11–15: Eastern Conference Atlantic Division

Picks 16–20: Western Conference Northwest Division

Picks 21–25: Eastern Conference Southeast Division

Picks 26–30: Western Conference Southwest Division

Within each division’s assigned range, the five teams would be placed in random order.

Each division would rotate through the six draft ranges on a fixed cycle:

Year 1: Picks 1–5

Year 2: Picks 26–30

Year 3: Picks 11–15

Year 4: Picks 6–10

Year 5: Picks 16–20

Year 6: Picks 21–25

After Year 6, the cycle would restart.

This ensures that every team: (1) receives a top-five pick once every six years and has a chance at the #1 pick every six years; (2) receives a top-10 pick at least once every three years; and (3) has not draft-related reasons to play poorly.

Second-round picks would still be awarded based on regular-season record. This would provide some benefit to struggling teams without creating strong incentives to tank
