I want to start animating HELP!!!

I want to start animation as a hobby and I feel like I would be at least decent at it. The only thing is I only have a cheap ass Chromebook (i have no idea what model it is) and I CANNOT install Linux, IDK why though.

I just want to know if there is a good FREE site I can use on a Chromebook for beginner easy animation.

Also i want to try both 3D, and 2D animation so I would appreciate recommendations for both.

And I have tried almost EVERYTHING that comes up when you google it.

Thank you!
