why are there so many poorly designed champs?

Im kinda new to the game but in my time playing i have found many characters that just seem insanley unplayable against, volibears, briars, and warwicks insane self healing, teemos permanent invisibility that gives attack speed, morgana 3 second root, fiora and vayne true damage. could someone explain how these and more characters havent been nerfed more?
