Can massive mass outbreaks spawn over Empoleon’s spot?

I’m trying to shiny hunt the static alpha Emploleon in the coastlands, wanted to see if the massive mass outbreak resetting method works for it, but after gets few MMOs in the coastlands, none of them put an outbreak in place of Empoleon. I just want to know if it can even happen before I try more because I can’t find any concrete answers anywhere.
