How come really bad chapters are constantly voted as a 4/5 out of 5?

In the comments the last chapter was universally panned as mid/bad.

Nothing happened. Something that could have been done in 3-4 pages was dragged out for 13-14.

Hillarious Sommers was the only good thing.

Yet most people who voted gave the chapter a 5/5. At BEST this chapter was a 3/5.

When looking through other chapters the results are the same.

Dogshit chapters get panned in the comments - but most people vote them as a 4/5 out of 5.

How can this be?
