Yo do any of you know the code logic behind draft night?

Ok so i'm tryna see if there's a specific way to get a certain team to offer a last minute starter role on draft night in out of bounds, does anyone know if it's randomized or not? I did the workout for the thunder and the kings offered the starter role.
