Electronic Payment option not showing on MRV Fee Details.

Hello everyone,
i'm applying for US visa b-1 from itlay and after completing the account on ais.usvisa portal. When i go to Pay visa fee section it shows me my fee details and other information but there is no option on how to pay this fee and in the last line it shows this "There are no available appointments at this time. Please check back in a few days as the Consular Section will open more appointments.". Is this normal? because i heard we need to pay the fee before but there is no option on how to pay. Can someone help me who has recently applied through itlay. Thanks
