How can we as a community legally impose population control in society?

I believe that population control is the first step to creating change in society. For one thing, the planet was not built to sustain 8 billion people. It's also impossible to have unity and equality and harmony when there are way too many cooks in the kitchen who want different things, so in that regard, having fewer people would make a huge difference. The reality is that we will only become more divided, as long as humans keep reproducing. I wish there was something that we as an antinatalist community could do to legally impose forced sterilization. Maybe scientists could put some kind of sterilization element in the soil so that our food will do the job.
