Unexpected Tech Gain

The Aztecs had one tech I didn't have, Monarchy, and a turn or so after I take their capital, my Science Advisor tells me we've learned Monarchy, even though we weren't and never had been researching it.

Is there some mechanism for gaining a tech by conquest? If not, how did I get Monarchy? I'm the Vikings, so not Scientific, and I don't have The Great Library.
