Cutscenes look worse on my PC than they did on my PS5, despite the PC being much better

As the title says all my game cutscenes look absolutely horrendous. I don't know what I'm doing wrong, I already spent a lot of time researching why this could happen. The gameplay is running at max quality always and I have no framedrops but the moment a cutscene starts it becomes a blurry and pixelated mess.

I appreciate any help in fixing this problem.
