What does Paypal check for with their login security check?

After entering login credentials, I am told that Paypal is "performing a security check", and I should wait. This then takes forever, i.e. I cannot actually log in.

Since I like to be in control of my browser, I would love to know what is being checked, so I can consider to enable this. Any clues?
