Basement Rim Joist Insulation Question

I am in the process of removing the builder grade insulation fiberglass batts from basement rim joist cavities and sealing the gaps with caulk. I would like to put 2” of XPS foam board in and then place the fiberglass batts back in. Can I just do a snug fit of the XPS board into the cavities (no spray foaming the board), since I’m already caulking the air gaps first?
