How do I download photos onto my pc

I use to be able to connect a lead from my pc to phone and download all my photos, but recently, some seem to be missing or in a format that doesn’t show them.

I tried downloading from the cloud before I deleted them from my phone, but they were not the same quality, especially the videos(wrong settings in iCloud?)

What’s the best way to transfer and save my photos onto PC?
