Where did meters come from?

Alright so, I did googling and found something saying that when the french came up with the metric system, a meter was based off of what they thought the distance from the north pole to the equator was (10 million meters)

but... how would they be able to come up with the number of 10 million meters to base the meter off of if they hadn't made the meter to measure it with?
