Withdrawing and reapplying if application is stuck

Has anyone had any success withdrawing a TRV application and applying again if the original one is stuck for too long? I'm still in eligibility review after having submitted my biometrics on September 3rd in the US as a Russian national with a valid F-1 student visa. Tried raising webforms 5 times but keep getting automated replies. Is trying again worth it?
