Stage 2/3 phimosis- scared of how it may impact life

I have stage 2/3 phimosis. I can pull it down fully when soft to clean and stuff like that but when I’m hard it is either wuite tight and I can maybe get it 1/3 of the way down or it is kinda loose and I can get my foreskin about 3/4 of the way down. I have retracted my foreskin fully over my glands when erect a couple times but it has been very uncomfortable and I noticed I could I a possible frenulum breve. I’m in my mid teens so I’m worried about sexual relationships in the future and how this will impact them. Do I need surgery or is there another way to tackle this?
