“The entire Brawl tier list was based around how strong the character matchup is against Meta Knight” how true is this statement?

On so many instagram post I see this statement repeated all the time. to me it reads as an oversimplification that is easy for people remember and a funny simplification of Brawl’s meta game. I never played Brawl’s competitive scene but idk to me the statement doesn’t seem totally accurate. How accurate is this statement?
