refund on late fees for 2020 return?

like a lot of people, i had an extremely rough 2020. iirc i had to file on a delayed october timeline and get a payment plan to pay late because i was broke (see username).

I just saw the news that due to a bunch of court case shenanigans, some people may be eligible for a refund of late fees for late payments on years 2019 to 2023.

i always use turbo tax to file because i am terrified of screwing it up. now i am wondering if they can help with this specific thing.

Does anyone know if this only applies if you’re still in active litigation/etc. with them? I just finished paying off all of my taxes last year, and if I could get any of the late fees back, it would be really, really helpful.
