Morgenrote mod - licenses and access?

Hi!

I have a question regarding the Morgenrote mod. Is there any reason not to give out to foreign powers:

- License for their mountaineers to enter our country

- Archeologic teams to dig in our country

- Export animals

And so on. Like do they dig out artifacts which my team could dig out otherwise?
