Performance issues on PC (STEAM)

I’ve been experiencing some stuttering and weird low FPS issues in my game. I started playing back in December, and while performance hasn’t been amazing, it usually sits around 60 FPS so I didn’t pay much attention at first. However, I’d really like to fix this because even though my PC is a bit old, I don’t think the game should be running this poorly.

Most of the time I get a stable 60 FPS, but whenever I go to a settlement or my base, it drops to 40 or even lower, with noticeable stuttering. My FPS is capped at 60.

My setup:

• CPU: Ryzen 7 3700X
• Motherboard: B450M Steel Legend
• GPU: RX 9060 XT 16GB (Gigabyte)
• RAM: 24GB DDR4 3000MHz (HyperX), 3x 8GB
• Storage: SSD NVMe Adata

Temperatures are fine, and both CPU and GPU usage rarely go above 60%. They usually hover around that level.

Any advice on what might be causing this or how to improve performance?
