Redirect plugin local ip

I've been running the redirect plugin to a local ip for 10 months. address http://192.168.1.XX to publicly accessible.

Today i needed to change that ip, open the plugin settings and the url field was empty. After providing the new address the screen refuses to load.

I read somewhere that the address must be accessible publicly, is that true? Never had an issue before.

Anyone else having issues?
