Why do 2 and 4 seeds sometimes play each other in semis and not 2 and 3 seeds?

I see this often in PPA draws but it’s not consistent. For example, for the upcoming Mesa Cup, in Men’s singles, it’s 1v4 and 2v3 for semis but in Women’s singles it’s 1v3 and 2v4. Same thing in Men’s doubles

Why should the 3 seed have to play the 1 seed instead of playing the 2 seed? That doesn’t make any sense
