Level 90 Time Heist - 43k xp needed now for level 91?

I've just purchased the level 90 time heist , previously I was level 81 - there was around 8-10k per level

Usually when you level up , you get 20xp - so you don't start with an empty XP bar

On the time heist it starts you at that level with an empty XP bar, so I need 43,000 XP to get to level 91, to progress one level?

I've logged a ticket with support and they have told me that is correct but surely it isn't? seeking a second opinion here
