Why is there so many smurfs?

I’m versing at level 16 a bunch of level 18 people with 20-30+ k/ds, insane movement, and perfect nades. I’m by no means good at the game but this is the average person I’m playing. This stuff’s making cod look good and I think anyone who buys cod should be put down
