Questions about Going Undesignated

I had one legal issue that happened 3 years ago and was sealed from the public (HYTA) but obviously the navy can see it. I have to get some waivers related to that, so I’m still waiting on those. I got a 99 on the AFQT and was hoping to do Nuke or intel, but the legal issue is preventing me from enlisting as such right now. I was told if I go in undesignated I can strike a rate as nuke after 12 or 15 months because the legal issue will no longer be considered after enlisting. What is the validity of these claims? Is there a good chance I could strike a rate at nuke? I was also wondering about potentially joining as an officer. I’m one semester of credits away but I was told it would be harder to be approved as an officer with my legal issue, would it be worth it to wait and try? I can’t help but think my recruiter just wants me to join faster.
