Can someone explain why?

Hi everyone! I've had the game for YEARS and started playing GTAO a long time ago. But I've never encountered those two things :

1- Recently I passed the $12M mark, and even more recently the $13M, but since like one or two days ago, after passing the 13M I come back down to around 12.9M. After leaving a few ago I was around 13.07M, when coming back, I was down at 12.9M, I didn't bought anything to make my money go back down.

2- Almost at the same time, when coming into the game, the X button, I can't jump and climb anymore. But inside a car, with the same button it works when I change my weapon. So the button works, but the game.. registers it only in a car ? I don't understand why it's doing that !

So as the title says.. can someone explain why?
