Me (F32) am super confused over dating a Russian guy (M30)

I (Swedish) met a Russian guy for the first time in my life through Tinder, and we had a weird click from the start. He has lived in Sweden for a couple of years. We have been a bit back and forth. I was unclear with my intentions in the beginning, and he assumed I didn't like him. After I clarified that I am interested in him, he said he likes me, but what if he wants to date me and I don't want to date him, and I just told him it might end up being the other way. So we kept seeing each other, but to me it felt more like a situationship where we mostly would sleep with each other, as he could never properly plan me into his schedule. He would make a lot of comments like "How's Tinder over there?" if I traveled somewhere or "at least then you can't text other guys" if I said I won't have any service for a bit. These comments got a bit annoying, so I asked him straightforwardly if he was asking me this because he was wondering if I was seeing other people. He just said he wasn't serious, it's just a joke. So I asked him again how he would feel if I were to see other people, and he said he can't tell, and it's not like we have decided on anything. After that, I got annoyed and started seeing someone else since he wasn't talking much to me anyway. When he found out (I told him), he said he didn't know how he felt about it and made it seem like no big deal. Later, he gets distant and eventually confesses that it upset him after me asking him again. He also said sorry a million times for being so back and forth with me and actually never spending any quality time with me. He said he wants to see me and that we should communicate more. That conversation felt like a relief, as this whole situation has been stressing me out, and now again, he barely writes to me? What is this guy's deal?? Part of the reason for his comments and not communicating what he is feeling is due to the fear of rejection, he has issues with low self-esteem, worries about what people think of him, and he can also be shy at times. He overthinks what I might be thinking and feeling in certain situations. How do I deal/communicate with a person like this? (It's been 4 months)

TL;DR
Me (F32, Swedish) have been seeing a Russian guy (M30) for four months. The relationship is stuck in a loop of low-effort "situationship" vibes mixed with passive-aggressive jealousy.
