Are we building helias or not?

Now that we are a bit into the season, As the title says, are we building helias or not? Everything I hear talks about how it's no longer great on milio, and it's no longer a core item for him. Everything I see however shows 90% of people still building it. So I'm confused I guess. Are we building it only if we have a team that can utilize our passive well? Or not at all?

I feel like I'm having a hard time with itemization this season on milio. Besides ardent for an aa heavy team or sofw for ap heavy, I feel a little lost when it comes to everything else and what to build as core items. Should I just go moonstone first and not go helias at all? I've messed around a bit on different builds but nothing really feels solid you know?
