Fountain silver converter 700

I bought on Amazon the "Platinum Fountain Pen Converter Silver 700A#9", I realize it has NO ball inside the small tube.

Question:

1. Is it ok without a ball? The regular cartridges do have a small inside it.

2. What is the difference between the Converter 500?
