Heyyy, I have a lost manga. I know I saw one a long time ago where a student asks a witch for help getting a girlfriend. She usually transforms into a cat, if I remember correctly. It has student development, and I remember the ending with him starting a family, and the witch later helps a young neighbor find love, kind of like The Fairly OddParents.
