Laptop won't stop thermal throttling

I have a gs66 laptop and no matter what I do it doesn't stop thermal throttling. I play any game at it immediately spikes to 95c+ and when on the homescreen with nothing it still thermal throttles. It has fresh paste and thermal pads, I've done repastings before successfully. Has been under volted yet it still overheats immediately. fans spin and work, laptop is sitting on a hard wood surface an I used a laptop cooler underneath, albeit a pretty bad on but it still gave a little air flow boost and still overheats. It's way past its warranty and I am out of options
