No second choice

I saw a comment under another post saying that if you applied for engineering, admissions cannot offer you your second choice? For reference I finished my application in late September as construction science for my second choice and I’m still waiting but gradually losing hope. And will I still have a chance to ETAM into engineering if I get PSA?
