hii just wondering does APM have the like authority to cancel a payment forever?

i recently moved and my payment was stopped and i was told by APM i need to contact Centrelink to get the missing appointment removed and my payments can continue AND when i contacted Centrelink they told me to contact apm 😭because only apm can remove it and then i contacted apm and they said “I can’t complete anything until I talk with you directly I have important questions to ask you” 🫩 i just want my payment to continue 😩
