(RBR) Is The Exile's tree really just that?

I made it to the end where you conquer the Marathon Mandate and the Free City of Sudbury, and was kind of expecting a hidden section of focus tree to appear like with the midwest after beating Irons, or the Grizzlies after taking back Ohio. But instead it's nothing. So I was wondering if I maybe got a bug where the next portion to fight Chicago didn't appear, or it's just kind of a half baked nation, and this is really it for now?
