Wolverine is contracted to clean out the city streets of crime in Gotham can he do it/how long does it take?

So, the people of Gotham have grown tired of the catch and release style of policing a they elect a hard nosed no nonsense mayor who is EXTREMELY tough on crime. Said mayor commissions Wolvie to clean up all the crime in the city. He will have to go up against all the rouges in the history of Batman comics to properly purge the rot from the system.

He will also need to fight Bats and the Bat family for the second part of the battle as well who will not tolerate his bs who he cannot kill but only incapacitate. Can he do it or is it too much? I know Bats can’t handle Spidy but Wolverine is much weaker than him, maybe he stands a chance? To my knowledge Wolvie has no weaknesses. And that healing factor is nasty
