Did they reduce 4 costs bag size?

Haven't been able to 3* 4 costs this week no matter how much gold I have, just played a Baron encounter game + prismatic gold arg. At some point i had 120+ gold and a bench full of 2* 4costs, could not hit my uncontested Fizz 3*, had 7 in total counting a duplicator, no one else had Fizz on their board/bench. A similar thing has happened with Kalista. Am I missing something?
