In need of advice

Does allowing an individual we serve to walk outside barefoot, in the snow and ice, considered neglect or a reportable offense? This individual is diabetic and we have to take them to a podiatrist to even have their nails clipped, yet staff on duty did not take notice of them walking past them and out of the door with no shoes or socks on. The individual then walked down the driveway and back. I questioned the one on duty and they simply shrugged and did not comment on it. I took photos of said footprints and reported it to the superior staff, yet nothing has been said or done. Do I take it higher?
