[suggestion needed] hostel accommodation

In my friend’s hostel, they are denying to repair the RO and asking to drink corporation water but they don’t know whether the water tank at hostel itself is clean. Roommates do report stomach aches can be due to this It’s been a month. And i think it’s not a good idea to drink water directly from water tank. The owner itself is drinking RO water.

How to report this to someone? I don’t want too much strict action but there should be some guidelines/rules for hostels. Let me know how to deal with this. I am thinking of reporting it to CM helpline they might know the right person to contact.
