Stuttering when FPS is really high (140+)

My game will randomly freeze for a split second, sometimes longer, when my FPS is really high (upper 160s). But if I change all the settings to the max and bring it down to about 100FPS, it's (mostly) fine. And in online it's completely fine anyway since I get about 60-100 fps.

I saw a post on steam forums explaining the same thing advising to max out settings. But I'm wondering if there's any fix for this issue? I hate playing at max settings online because my PC can't handle the city area in a full lobby, but handles some areas of the map easily at around 100 fps.
