Can't make other accounts on MetaQuest3S

We had no problem making the admin, but we can't make any other accounts for it. We can get as far as imputing emails, but it won't actually send them. We tried four or five different emails, tried both 18+ and 18- emails, it just won't send or let us make a second account, anyone know how to fix this? We know they're not misspelled or anything because we've checked multiple times and even read them outl oud to the person on the MetaQuest.
