Question regarding payment count on PPL and Federal Loan consolidation

I will do my best to provide the information as accurately as possible. My mother in law took out a PPL for my wife. Currently we pay her and she pays the loans, we've not missed a payment on this loan since 2015 when my wife finished graduate school.

She still has the rest of her loans from undergrad that if our calculations are correct will show 91/120 payments. From 2015-2020 my wife worked for a very large HCO in the Midwest, getting in touch with someone in HR to certify the employment has been a lengthy process she is passed

1. Will we able to consolidate that PPL with her federal loans? I know there's a hard deadline coming up.

2. Will the consolidation hurt her current loan payment count?

I'm sure I will have follow ups to the answers of these, but for now these are the two big ones.
