Job offers through July

Anyone here going through the situation of being job offered for jobs that might be jeopardized by RTO?

Considering a job offered with a conflict with RTO, but plan to put off start date till July if offered. Any cons with this?

If RTO were to go in affect and I was to back out the offer. Will I be penalized for trying to enter that job classification later down the road?

This would be my first break into a new job classification series.

I know first thought not recommended but this is my chance - if it works in my favor.
