Medal only renders at 25m Bitrate?

When i try to simply just cut my clips (not upload them) why do they limit the bitrate to 25m??? what is even the purpose of recording in 1440p 70m bitrate if they look like trash in the end? The best part is that it used to work without reducing your bitrate and now i doesnt.
