What is Rubinsky's plan in episode 29?

On the one hand, he says that he wants to weaken the alliance so Reinhard wins the war, so they can kill Reinhard and take over the universe. For that they want the alliance to stay a democracy.

But later in the episode he says that he wants to force Yang to either be purged or take power by making the empire and alliance hate each other.

But the alliance-empire war is the only reason why Yang is not getting purged, right? So an escalation in the war won't force Yang to choose between the 2 options, it will just keep the status quo, won't it?

Which is exactly what Phezzan wants, right? But then why allegedly force Yang to choose between being purged and taking power. How does that benefit Phezzan in any way?

I am in general really confused rn lol, would appreciate it if someone could explain
