Wii Remote not paring, using Windows 11, HP All-in-One Desktop 27-cr0xxx

Nintendo RVL-CNT isn’t showing up. I’ve tried using the sync button and the 1 & 2 buttons. Neither the control panel nor using Bluetooth through the system settings work. I’ve tried turning continuous syncing on and off. I’ve tried every combination of those things, but it just won’t show up. Any ideas? Or should I get a dongle, if that will even work?
