[NES][Unknown] Cloaked hero with energy blast and freeze power, floating fish enemy

I’m trying to remember an old NES game.

The main character wears a cloak.

His normal attack is a short-range energy blast from his palm.

He can also cast a bigger special energy attack.

There is a power that freezes all enemies on the screen.

One enemy I remember clearly is a yellow/orange fish that floats in the air.

The fish can give birth to small baby fish on the ground that attack the main character.

The fish also performs a sudden dash attack toward the player.

I think it was a side-scrolling action game.
