Help! Offshore Golden Visa Nomination (Humanitarian Pioneers) – System says "Must be in UAE"

Hi everyone,

I’m an international applicant currently in New Zealand, and I’m looking for some advice from anyone who has successfully applied for the Golden Visa (Humanitarian Pioneers category) from abroad.

My Profile:

• Profession: Fire & Emergency New Zealand (FENZ) – 5+ years of service.
• Education: Bachelor’s Degree (Business).
• Status: Currently outside the UAE.

The Issue: I know the law allows for a 6-month entry permit for offshore applicants, but I can’t get past the Nomination stage. Every time I try the ICP guest portal, I get an error saying "Person is outside the country" at the final step.

I’ve emailed GDRFA and the Ministry of Community Development, but has anyone actually solved this "offshore block" without being in the country?

• Do I need a manual override from the Ministry first?
• Can a Dubai Amer center process an offshore nomination through their pro-portal?
• Has anyone from FENZ or a similar emergency service done this recently?

Any "peace and ease" tips would be greatly appreciated. Thanks!
