Question or clarification regarding: SUCROSE

Hi, I have my Sucrose character with 800 EM, but I feel like it's a bit weak. All the guides I've seen say to leave it at level 70 because it's unnecessary, but after doing some research, I realize that it's suggested to raise it to level 90, because the Whirlwind works as shown in the screenshot.

I'm leaving this post here to see if I'm wrong or simply to share the knowledge in case someone is in a similar situation (since leveling from 70 to 90 isn't for just any character; it's a lot of resources).
