Uroboros vs. Progenitor

Quick question because I've NEVER understood this fully. Was Uroboros planned to be Progenitor's better, planned to be an alternative and safer method of Progenitor Virus humans, or something else entirely? I Know the whole point of Progenitor is basically no one survives infection from the original strain, so was Uroboros an attempt to get around this and still achieve mostly the same race of super-humans or is it blatantly weaker/stronger/just outright different from Progenitor?
