Just finished season 2 and I have a question.

Feel free to correct me or point out anything I may have missed.

Mr. House tells Cooper there's "another player", but that he's not sure who it is. That they created the deathclaws. He states that it won't be him who drops the bombs and it won't even be Vault Tech, but this mysterious other party...which is the government (the Enclave) correct?

How could Mr. House not have seen that coming? Why would he think the government wouldn't be playing any role in all of this? He thinks of himself as a brilliant guy, but the government being the big bad guy is kind of the obvious choice, isn't it?

Again, if I'm wrong please let me know. I'd like your thoughts.
